As Grade 2 items, the main problem with these are failing/failed taped seams, general wear and delamination of the membrane but they may have larger repairs, stains, small holes, missing components such as buttons, patchy fading or other small damages - see the last image for an example. The waterproofing on these will likely be compromised. 

When you need to get these on in a hurry, they have a roomy cut to fit your underlayers and long leg zips to get over boots with less fuss. Press dome studs close flaps so you can still utilise your underlayer's pocket facilities. Toggle ended draw cords to the waist and hook & loop tabs to the ankles keep the pants snug and water out. All zips, including the fly, have long ribbon attachments so you can grasp them easier out in monsoon weather. How thoughtful, US Army surplus.

The first number is the waist circumference, the second size is the recommended height of the wearer. A "Medium (79-89cm) / Regular" will fit a person around 170-180cm tall with an 89cm waist size.
